"Activities of the Catholic Church. In a constitutional state of law, the tasks of administrative authorities
are set forth in the constitution and in statutory acts. This, in turn, requires that specialized structures
be established within the public administration, to perform the tasks that the state authorities are obliged
to implement under the applicable legal regulations. Those specialized areas of expertise found in
20th-century public administration contrast with the administration structures of the Catholic Church
— an institution tasked with ensuring the salvation of humanity, both in the temporal and supernatural
aspect.
Development of the concept of electronic administration relying on specialized, expert knowledge
means that the Catholic Church — willing to properly manage contemporary documentation, both in
the traditional and in electronic form, and to archive it correctly — must rely on the solutions in the
state archival law. Mutual cooperation, aiming to foster common interest and human development and
striving to protect the archival heritage should be a motive of sufficient significance to stimulate the
inclusion of archival law provisions in effect in the legal order of the Polish Republic into the legal
order of the Catholic Church.
The process of archival law acquisition is actually apparent in the Catholic Church only in the
form of spontaneous implementation of ad hoc document handling standards. Intuitive adaptation
of archival provisions for the needs of a church archive, based on the professional experience of the
church archive keeper, may be effective, but fails to guarantee that the national archival resources of
confessional origin will be handled in a professional manner. Institutionalized cooperation between
the state and the Church, namely agreements, forms of permanent or ad hoc cooperation, as well as
non-formalized, but partnership-based cooperation, continue to be relied upon to an unsatisfactory
extent."
